A stablecoin is a digital token designed to maintain a steady value, such as £1. The Bank’s proposed rules give each systemic issuer room to place up to £40 billion of one coin in circulation. Households and businesses would face no Bank-imposed limit on transaction size, frequency or type under that guardrail. Other law and regulation would still apply.
The Bank plans to review the ceiling regularly and loosen, then remove it as real-world evidence shows how bank funding and credit adapt. The rule would apply after HM Treasury recognises a coin as systemic.
The Bank compared it with £1.4bn to £2.2bn in daily payments.
